(Dover, DE) -- A second person is facing charges in connection with a tuition scam at Delaware State University. Alumnus Stephen Williams is expected to plead guilty to federal charges later this week. A former DSU registrar has already admitted to accepting bribes in exchange for changing admissions forms to show out-of-state students were Delaware Residents, saving them money on tuition. Prosecutors haven't said how Williams was involved in the scheme.
