(Wilmington, DE) -- Family and friends are mourning the death of Wilmington's finance director, Patrick Carter. The city's mayor said Carter had been ill for several months. He was appointed finance director last year in January and made an effort to more aggressively collect unpaid utility bills and taxes owed to the city. Former Governor Jack Markell praised Carter as a "straight shooter" and said "things were in good hands as long as he was in position."
