(Dover, DE) -- Open enrollment is underway for Delaware's Health Insurance Marketplace at Healthcare.gov. Enrollment runs through December 15th. Officials are encouraging Delawareans to start shopping now. This year's rates will see an increase on average of three-percent, which officials say is the lowest increase since the marketplace began in 2014.
