(Dover, DE) -- A Delaware health insurer is seeking to raise rates for next year's Affordable Care Act insurance plans. Highmark Blue Cross Blue Shield of Delaware is seeking a five-point-seven-percent rate increase for the 2019 Marketplace. The requested increase would not impact people on Medicare or Medicaid or those with coverage outside the Marketplace. Last year, Highmark increased 2018 rates by 25-percent.
