(Wilmington, DE) -- A New Castle woman is charged with illegal dumping. Kristen Hayward was arrested last week by Natural Resources Police for allegedly dumping double-A batteries at the intersection of Concord Pike and Powder Mill Road in Wilmington. The 37-year-old Hayward was charged with littering and was ordered to pay for the cleanup of the site at her arraignment.
